Detailing certain articles of the Construction Law on construction activity management
The sole binding BIM decree (Art. 8): BIM mandatory for new-build Grade II+ regardless of funding; BIM data submitted in the open IFC standard or another open format suited to the project, with the native format provided on request for cross-checking (§3); CDE mandatory Grade I+ public-investment (§4); as-built model to national DB and BIM data handed over to the operator (§5d).

Criteria for construction grade (special, I, II, III, IV) — basis for the Grade II+ BIM threshold in Decree 217. Replaces Circular 06/2021/TT-BXD (expired 01/07/2026). Art. 5 transition: projects with an investment decision before the effective date keep the grade under the law at the time of that decision.

ISO standard defining the method for determining Level of Information Need (LOIN). 3 components: Geometric, Alphanumeric (non-geometric), Documentation. Supersedes/withdraws EN 17412-1:2020 — it does not claim to replace LOD (BIMForum), which remains in use where projects choose to apply it.
